Wetlands are areas with unique ecological, water quality, stream flow and flood control

values.  These areas are subject to regulation by federal, state, regional, and local 

agencies. The staff at AMY S. GREENE ENVIRONMENTAL CONSULTANTS, INC. 

(ASGECI) is trained in the wetland delineation methodologies utilized by the New Jersey 

Department of Environmental Protection (NJDEP), the New Jersey Pinelands Commission,

the New York Department of Environmental Conservation and the U.S. Army Corps of 

Engineers (USACOE). We perform preliminary wetland investigations and detailed field 

delineations for both tidal and freshwater wetland areas.  From these studies, we prepare 

wetland delineation reports which are acceptable to regulatory agencies for the purpose 

of verifying the wetland delineation boundaries.

In order to offset impacts on wetlands caused by developments (primarily filling activities), 

wetland mitigation plans are often required.  ASGECI designs plans suitable for many 

geographic areas and wetland community types.  We also provide services for actual 

planting and monitoring of the plan.  Our staff has expertise in the complementary 

disciplines of botany, wildlife management, soil science, hydrology, and horticulture 

required for design and implementation of successful wetland construction projects.

ASGECI has successfully obtained on behalf of our clients, hundreds of regulatory 

approvals and permits related to activities and projects involving wetlands and waterways.  

In New Jersey, wetland permits obtained have included Exemption Letters, Letters of 

Interpretation (LOI), Statewide General Permits (SGP), Individual Permits (IP), Water 

Quality Certifications (WQC) and Transition Area Waivers (TAW).  Other New Jersey

Department of Environmental Protection (NJDEP) permits have included Waterfront 

Development (WD), CAFRA, tidal and wetlands stream encroachment (SE) permits.  

For projects which are subject to Federal regulations and jurisdiction we have obtained  

approvals of wetland delineations and authorizations for fill activities from the New York 

and Philadelphia Districts of the US Army Corps of Engineers (USACOE).  Approvals for

wetland delineations and wetland mitigation plans have also been obtained from the US

Fish and Wildlife Service and the US Environmental Protection Agency.

ASGECI can develop a Baseline Ecological Evaluation (BEE) and/or Ecological Risk 

Assessment (ERA) to meet the requirements for any contaminated site. Tier 1, the 

BEE, is a cost-effective and efficient screening process requiredfor all SRP sites.  

This level of evaluation can eliminate a site lacking specific ecological concerns from

further, more rigorous investigations.  On sites where the potential for adverse ecological 

effects exist, a Tier II investigation must be completed.  Tier II investigations, or ERAs,

estimate risk in order to determine clean-up goals.  We will prepare a site specific 

examination of the Contaminants of Potential Ecological Concern, delineate and 

investigate of environmentally sensitive areas and perform an examination of contaminant 

migration pathways.  We will also determine the ecological concerns associated with 

implementation of the latest remediation technologies.
